Given people's experience with the Red Cross at 9/11, you'd be better off giving to the Salvation Army. They'll use all the funds for this effort, not save or redirect funds to other things.
You can choose where your funds are goign to be spent when you donate (Hurricane Relief 2005, for instance). Salvation Army's buildings were hit hard in the hurricane, so Red Cross is actually in a better position to help.
